Irrigation Pump Valve Failure
May 7, 2020 (UPDATED)

A valve failure in the Bristol Heights pump station occurred on May 5. The HOA Board and Sentry Management worked overtime to address the situation. As of May 7, the water is on and running strong. Kudos to all who helped resolve the issue so quickly, especially Chuck Degenhardt at Sentry Management.

Projected Water Turn On Date (updated): April 22
April 18, 2020

Settler's Irrigation District has indicated the Bristol Heights will likely receive irrigation water in mid-April, with a projected water turn on date of April 17. All residents are advised to inspect their irrigation tie-in (shut-off) valves for operational integrity before the water is turned on. Also, there are many elements the Association does not control, including ongoing construction on Chinden near our irrigation pipe. Finally, be sure to note and follow the updated watering schedule, which is based on the last two digits of your house number.

Annual Meeting: Thursday, November 14, 6:30 pm
November 13, 2019

The 2019 Annual Meeting of the Bristol Heights Neighborhood Association, Inc. ("Association") will be called to order on November 14th, 6:30 P.M. at Lowell Scott Middle School, located at 13600 W McMillan Rd, Boise, ID 83713.

(Please note that registration will begin at 6:00 PM – early arrival before encouraged)

​

The AGENDA and purpose of the meeting shall be to:

​

  1. Review the business and financial status of the Association.

  2. Approve minutes of meeting(s) of the members.

  3. Review and act on the resolutions adopted on May 13, 2019.

  4. Review, vote and approve the sale of real property to the Idaho Transportation Department ("ITD").

  5. Elect three members to serve on the Board of Directors for the next 12 months.

  6. Conduct any further business to properly come before the meeting.

Group Lecture

It is important that all members of the Association attend this meeting since these activities will impact all owners. Should you desire to cast your vote by proxy or absentee ballot, please fill out the Proxy form and complete your ballot sent by regular mail in late October. As of this posting (Nov. 13), proxy ballots must be hand delivered to the Board during the annual meeting.

A description of the property to be transferred to ITD will be available at the meeting, and copies are available upon request from our manager, Chuck Degenhardt, at (208) 323-1080, or by email to cdegenhardt@sentrymgt.com.

Article VII, Section 4 of the Declaration requires the affirmative vote of two-thirds (2/3) of the members to approve the sale of common area.

Twice a year we schedule a community-wide yard sale.  The upcoming event is Saturday, June 4th.  A second yard sale will be held on Saturday, September 17th.

Early Irrigation Shut-Off - September 10, 2021
September 2, 2021

All Irrigation water is set to be off by Friday September 10, 2021.

 

Please close your primary irrigation valve connection to prevent cross over or backflow into the irrigation system lines. Not closing your connection valve may then result in your water system flowing into the community irrigation lines.

​

This early shut-off has come about due to an unprecedented summer heat wave and a lower than normal 2020 snow pack. Combined with an ever-increasing water demand throughout the valley. Settlers Irrigation regrets any inconvenience this may impart and a wetter winter is anticipated.

​

This is the end-of-season notice. You may need to complete the balance of the season using your home's metered water supply (city water) if you have a system that allows for this. We recommend you consult with an irrigation expert if you are unsure how to switch your system to city water. 

 

Otherwise, please prepare your system for winterization at the main valve cutoff and filter. If you have additional questions or concerns please contact Sentry Management at cdegenhardt@sentrymgt.com.

Bristol Heights Holiday Light Walk.- Dec. 18
October 11, 2020

Our Community Activities Team, headed by Gabrielle Tollner, has been working on an evening event for Friday, December 18: A Bristol Heights Holiday Light Walk. Bundle up the family and walk the community to take in the lights and decorations! Double-Decker Espresso will be at Tapestry Park selling hot drinks from 6:00-9:00 pm. Luminaries and a positivity tree will also be on display in the park.

​

Throughout the neighborhood, many folks have taken to lighting displays with the inspiration, zeal and time that so many dedicated to their gardens and yards this spring. The lights are impressive and especially comforting this year. We want everyone to feel safe and comfortable. We are not mandating masks, but request that you please bring one. They are simply a good idea, particularly while purchasing a beverage or in close proximity to others. Enjoy the evening and have a very merry holiday season!

Irrigation Water Will be Shut Off by October 8

We have been informed by Settlers Irrigation that irrigation water flow to Bristol Heights will be shut off starting October 8, 2020. Please be sure to close your tie-in valves to avoid damage to your local systems. Sprinkler blowouts can begin starting Monday, October 12.

Bristol Heights Annual Meeting - Oct. 17 @ 2 pm
Oct. 2, 2020

The Annual Meeting of the Bristol Heights Neighborhood Association will convent at 2:00 pm on Saturday, October 17 in the park at the corner of Tapestry and Bristol Heights Dr. The meeting will be held under a big tent and members are encouraged to bring their own lawn chairs. Social distancing is encouraged and masks are required when social distancing is not possible. If you are unable to attend the meeting, please execute your Proxy to ensure the necessary quorum of members is established. Proxy forms have been sent to all members via USPS mail. Bristol Heights Neighborhood Yard Sale - Sept. 12
September 11, 2020

A neighborhood yard-sale has been scheduled for Saturday, Sept. 12 from 8:00 am to 5:00 pm. Bring out your treasures and roam the neighborhood looking for great finds. Signs will be posted at the entrances and you are encouraged to post your own signs throughout the neighborhood.

New Playground at Guinness and Heathrow is Now Open!
October 10, 2019

The new playground at the corner of W Guinness Dr. and N Heathrow Way is officially open! After a month and a half of near-daily activity, the drainage issues have been remedied and the reconstruction of the landscape has been completed along with the installation of the beautiful new play structure. Two new benches and a wheel-chair accessible pathway have been added as well. This means that three of the five playgrounds in Bristol Heights are now compliant with the American Disabilities Act, meaning even more of our residents can enjoy these important neighborhood amenities. Come enjoy the park for a few more weeks while the sun lasts. Our Board President sure isn't wasting any time!

Irrigation Water Will be Shut Off by October 7

We have been informed by Settlers Irrigation that irrigation water flow to Bristol Heights will cease over the weekend and be completely shut off by Monday, October 7, 2019. Please plan your sprinkler system winterization and yard care plans accordingly.  

Playground Upgrade at Guinness and Heathrow
August 27, 2019

The playground at the corner of W Guinness Dr. and N Heathrow Way is currently being upgraded. The site has drainage issues and has frequently experienced flooding. This upgrade will include a complete reconstruction of the landscape in order to solve the drainage issue, as well as installation of a brand new play structure. Temporary fencing is now in place and new drainage grading is expected to be complete by mid-September. The play structure and landscaping should be finalized by early October.

Please be extra cautious when driving around this corner since construction equipment and vehicles are often present!

The Idaho Transportation Department will add lanes on U.S. 20/26 from Eagle Road to I-84, a corridor call ChindenWest. This excellent video provides an overview of the Department's long-range vision for the corridor, which will impact Bristol Heights and surrounding neighborhoods.

Updates on Recent Public Hearings and Other Important Matters

Here are some brief updates on the outcomes of various public hearings and actions by both the Meridian and Boise City governments:

But First - Bristol Heights Irrigation Needs Our Help

Our irrigation pump system is strong and healthy. However, we are noticing that the system struggles to meet demand at various times of the day. It is essential that we split up the demand over the 24 hour period.  For many years we have maintained a Watering Schedule for each residence to follow based on the last two digits of the street address. Please set water times on your irrigation controller accordingly. Your lawn–and your neighbors–will appreciate it! 

   

Three Corners Ranch – Approved

On July 16th, Sweetland Development’s Three Corners Ranch (TCR) development application went before the Meridian City Council and received final approval. Although we do not have details on the construction timeline yet, we can provide key considerations of the subdivision’s plan:

  • TCR will stub-connect its private and gated streets to W Barclay Street on its east and to E Dunwoody Ct on its west.

  • N Stafford Place WILL NOT become a stub connection for public traffic. This is the primary concern raised by Bristol Heights residents, and we are very pleased with this outcome. There will be a pathway connection for pedestrian and bicycle access to W Guinness Street, a new proposed public street which will connect N Sweet Valley Avenue to Shandee Drive on the northwest boundary of TCR.

  • E Dunwoody Court will benefit from some off-site improvements to the street which the developer agreed to install to improve safety.

 

Eagle Rd, Audra Lane Apartments – Approved and Appealed

On July 1, the City of Boise Planning & Zoning Commission heard public testimony regarding developer Ethan Helmer’s application (represented by ULC Management) to build a multifamily apartment community of 46 units on the vacant lot south of Audra Lane. Despite ALL of the submitted testimony–both written and oral–being in opposition to the project as proposed, the Commission unanimously approved the application.

 

Roxey Place has appealed the Planning & Zoning Commission’s action to the Boise City Council. Bristol Heights presented in opposition to approval as proposed. While housing is needed in our city, it is important to ensure that the required infrastructure is in place to accommodate the growing population. The apartments present considerable traffic access and parking issues.

​

Centennial Neighborhood Association Formed

On July 18th, the Centennial Neighborhood Association was formed and its Board of Directors were elected. This association is an official representative body before Boise City government and other agencies, and represents a large area that previously has not had neighborhood association representation. The boundaries of this new association are Cloverdale Road on the east, Chinden Boulevard on the north, Boise City limits on the west and Fairview Avenue on the south. Bristol Heights is represented by CNA. This is a favorable development and we will keep you informed as this nascent organization further develops. Its first Annual Meeting is scheduled for October 17th, 2019.

Growth in the Treasure Valley is ramping up dramatically and we are taxing our resources heavily. Property in the vicinity of Bristol Heights that has sat vacant for many years is now being actively considered for development. As a community and as individuals we have a role in how this new development plays out. But it starts with the effort of individuals with a sense of purpose that are willing to dedicate a little time, effort, and resources in collaboration with others to guide the process of growth and development.

​

The BHNA Board of Directors extends a very warm "thank you" to all who have been involved in the recent community action on development impacting Bristol Heights. It takes a village to do great things, and it is fitting that we be reminded of that today, the 50th Anniversary of perhaps our civilization’s greatest example of civic collaboration.

Will this be the FINAL Three Corners Ranch Hearing? Tuesday, July 16 at 6:00 pm - Meridian City Council
July 15, 2019

All Bristol Heights residents are encouraged to attend the upcoming Meridian City Council hearing, where the proposed plan for Three Corners Ranch will be discussed and a final vote is anticipated. This hearing is a continuation of the June 25th hearing. At that time, the City Council directed safety concerns regarding E Dunwoody Ct to be further addressed by stakeholders.

 

The results of this Tuesday's hearing may have a significant impact on our neighborhood. We need to continue representing our interests. Members of the Bristol Heights community have already attended two hearings. At the second hearing our representation was less than desired. If you can attend this upcoming hearing, you are strongly urged to do so.

 

The proposed Three Corners Ranch is a gated community of 44 homes, so we will be adding some traffic to our Bristol Heights and Bennington collector roads. Although we have conceded that W Barclay Street will connect to Three Corner Ranch’s east gate, the public connection to N Stafford Place has not, as yet, been entirely decided.  The cut-through traffic such a connection would enable would be unacceptable.

 

The hearing will be held at Meridian City Hall, 33 E Broadway, Suite 104, Meridian, Idaho at 6:00 pm sharp.

Audra Place Development Update: ACTION ENCOURAGED
June 28, 2019

BHNA community action is encouraged regarding the high-density residential project planned for the southern half of Audra Lane, Case Number PUD19-00017. The position of the majority of the BHNA owners is in opposition to the proposed development.

 

On March 13, 2019, ULC Management in conjunction with a new developer, Ethan Helmer, proposed yet another high-density residential development on the south side of Audra Lane. The initial hearing was held on June 3, 2019. The developer had requested a deferral of the hearing, which has been rescheduled for Monday, July 1, 2019. 

 

The developer has submitted a number of plan revisions over the course of the month of June – including the deletion of the originally planned garage parking spaces – further reducing the site’s parking. ITD does not object to this proposal, as the new development is under the minimum number of units required for a traffic survey. The problems with this development have not changed from last year, when many in the community voiced their opposition.

​

BHNA members are requested to take one or more of the following actions:

​

1. Show up at the July 1 hearing at Boise City Hall in the Maryanne Jordan City Council Chambers, 3rd floor. Testifying is welcome but optional. Showing up in numbers is of great value.

 

2. Email or call Brent Moore at (208) 608-7086 or bdmoore@cityofboise.org to communicate your objections (ideally by the end of the day on June 28, 2019).

Meridian City Council Meeting on Three Corners Ranch: Tuesday, June 25 @ 6:00 pm
June 20, 2019

The Meridian City Council will review the Three Corners Ranch Proposal again on June 25 at 6 PM. The Council could decide to reject the recommendation and require a public connection to N Stafford Place. We need to show up again, in even greater numbers, to defend the ground consistent with the with the Planning and Zoning Commission’s recommendation. Supporting the Commission’s recommendation is important, since the alternative (connecting N Stafford) will have a negative impact on the Bristol Heights Community. Meridian City Planning & Zoning Commission Meeting: Thursday, May 16 @ 6:00 pm

As you may be aware, the members of the Bristol Heights Neighborhood Association (BHNA) convened a Special Meeting on May 13, 2019. The turn-out was surprisingly strong.  If you were one of the members present you had the opportunity to review, analyze and discuss the material presented. You were also part of the decision-making process on the Association’s course of action and recognize, first-person, the importance of the participation of all members at the upcoming public hearing Thursday, May 16 at 6 PM at Meridian City Hall.

 

The main issue of discussion and decision-making is the planned Three Corners Ranch subdivision. Sweet Land Development, the applicant to the City of Meridian, has obtained approval of the development plan from Ada County Highway District (ACHD). Meridian’s Planning Staff has made a recommendation to the City’s Planning and Zoning Commission that seeks to amend that plan within the conditions of approval of the development agreement.

​

With a presentation from Conger Management, BHNA members concluded and formally decided, by resolution, that:

  1. We support the plan as approved by the ACHD and as presently proposed by the applicant.

  2. We oppose the recommendation of Meridian Planning Staff which includes a public road connection to North Stafford Place.

​

ALL BHNA Members are invited and encouraged to attend this meeting to express your opinions about the proposed plans.

On May 13, 2019, a Special Meeting of all BHNA members will be held at

7:00 pm at the Ambrose School – near the corner of Chinden and Locust Grove.

 

All owners should have recently received a Special Meeting Notice and Proxy with details about why this meeting has been called. Please consider the importance of your participation in this meeting, as the outcome of the City of Meridian’s pending decisions on Three Corners Ranch (TCR) could have real and permanent consequences for the Bristol Heights neighborhood. Accordingly, it affects us all.

 

Please become well-informed, attend the meeting, be a part of forming a consensus, and ensure your representation (either in person or by proxy).

Take Action! Register on the CommunityPro Portal Today

Please register at Sentry Management’s communication portal, called CommunityPro! This service is free and we are intending to use it actively for non-public BHNA communications going forward.

​

Our public website is a phenomenal asset for neighborhood communications, and it will continue to be updated and developed. However, the website does not afford the level of privacy, nor the outreach and notification, that we need from time to time as a community.

 

For each member’s benefit and awareness, it has become increasingly important that ALL members of the Bristol Heights Neighborhood Association register for access to the CommunityPro portal by navigating to https://www.sentrymgt.com

and clicking on My Account.

 

At present, only 150 of the 544 members of our community have registered. The CommunityPro portal is provided as part of our management services package by Sentry Community Management. The portal enables private member access to a broad range of important information and the ability to view and manage individual owner accounts online. Most importantly, it provides a means of quick, timely, very affordable, and effective communication from our management team and the Board of Directors. We need to use this service as one of our key methods of communication going forward.

 

The mailer that all BHNA members received for the Special Meeting costs in excess of $700 to produce and mail. Accordingly, we have been working to move our communications to a predominantly digital platform. The annual meeting notice, assessments, and other required info will still be mailed to your address of record via the U.S. Mail. However, in the future, some important information will only be available digitally through the portal or on the website.

Chinden Blvd Expansion and Right-of-Way Acquisition
April 29, 2019

The Chinden expansion project will soon take a slice of our northern frontage for the benefit of the public good. In the coming months, we will call another Special Meeting to vote on the sale of the property to the State of Idaho. The terms of the final settlement are complex, but the Board of Directors has been diligently working with stakeholders for well over a year.

 

It is anticipated that after final negotiations, the Board of Directors will be able to present to BHNA members a proposal for acquisition settlement, which the Board will approve and recommend a vote in favor. However, the formal approval will require written consent of sixty-six and two-thirds percent majority to pass, or 363 of 544 BHNA owners. It will take a great deal of effort to conclude this critical vote initiative.

 

There will be good reason to internalize some of our communications related to the Chinden expansion with the privacy afforded by the CommunityPro system described above. It is simply not prudent to have some matters addressed in public view on the website or social media channels.

​

THE CHINDEN EXPANSION IS THE SINGLE LARGEST ISSUE FACING THE HOA IN THE NEAR FUTURE!

Update on Audra Lane Developments
April 29, 2019

For the last year, the 7.1 acres to the immediate south of Bristol Heights and adjacent to Eagle Road have been the subject of attempted development. Currently, two proposed developments are in the nascent stages of planning. It is anticipated both will be submitted to the City of Boise Planning Department for review in the near future:

  1. A self-storage facility north of Audra Lane

  2. A 46-unit rental apartment complex south of Audra Lane

 

The storage facility has been cautiously, yet warmly, received by residents who attended the developer’s initial neighborhood meeting a few weeks ago. The apartment complex, ULC Management’s third iteration of a plan to build on that site, has met general opposition. 

 

The two projects have no common developer affiliation and are being pursued entirely independently of one another.  Moreover, there is no certainty that either will actually be approved and built.  Regardless, we must be attentive and engaged.

 

We do expect to use the upcoming Special Meeting on May 13 for a brief mention and discussion on Audra Lane. Establishing representation of BHNA by our Board of Directors before the municipalities and builders appears desired by our general members.
